The Finance Committee is responsible for carrying out the duties of the Parish Council in regard to finance and governance.   It meets ten times each year and Officers and Councillors work in between meetings to ensure decisions are implemented.

The Councillors on the committee are:

The committee’s responsibilities includes:

  • To review payments and income statements with the RFO, and to guide full council (retrospective) approval of such.
  • To conduct the annual Financial Risk Assessment and report to Council’s Annual Meeting. This includes, on a regular basis:
    • Reviewing of the Council’s banking arrangements.
    • Reviewing the Council’s accounting practices and systems.
    • Reviewing and ensuring that the Council is adequately insured.
  • Support to the preparation of the Council central budget each year.
  • Review of the overall Council’s budget submission and providing feedback to Full Council.
  • Making a recommendation to the Council at the January meeting each year of the level of precept required.
  • To consider forward planning and provide earmarked reserves for the replacement of equipment, property and projects.
  • To receive and review both Internal and External Audit Reports and arrange for implementation of any recommendations.
  • To oversee all legal matters pertaining to leases, insurance claims, easements, tenancies, contracts, loans, insurance cover, damage to property, debt recovery and make recommendations to Full Council.
  • To negotiate the rent or purchase of land or properties on behalf of the Council when instructed to do so by resolution of the Council and to make recommendations to Full Council regarding the terms of the negotiation. The Committee will ensure the Council always follows the principle of Best Value.
  • To review annually Financial Regulations, and the sections of Standing Orders relating to financial matters and make recommendation to Council for any changes required
